Mortgage Rates Near 7%: What Buyers Need to Know

The housing market continues to face a significant affordability challenge. Mortgage purchase applications have fallen back near levels last seen in 1995 and are roughly 50% below their pandemic-era peak. That doesn't mean people aren't buying homes, the Mortgage Bankers Association index measures applications to purchase homes with mortgages and does not include cash buyers, but it demonstrates how dramatically higher home prices and borrowing costs have affected financed buyers.

On September 16, the Federal Reserve unanimously voted to raise its benchmark federal funds rate by 0.25 percentage points to a target range of 3.75%–4.00%, its first increase since 2023. The Fed also raised its inflation outlook, reinforcing expectations that interest rates could remain elevated. Importantly, the Fed does not directly set mortgage rates. Thirty-year fixed mortgage rates are influenced primarily by longer-term bond yields, inflation expectations and the broader economy.

For homebuyers, the bigger issue remains affordability. Thirty-year mortgage rates are hovering around 7%, while home prices remain elevated in many markets. The combination has reduced purchasing power and kept many potential buyers on the sidelines. Adjustable-rate loans and HELOCs can be more directly affected by increases in short-term interest rates, while higher borrowing costs can also make land development and new-home construction more expensive.

There is another side to today's market, however. Lower buyer demand can create opportunities for those who are financially prepared to purchase. Depending on the local market and property, buyers may encounter less competition, more inventory, and greater opportunities to negotiate price, repairs or closing-cost assistance than during the pandemic-era housing frenzy.
